Flamborough Project
Phase II: Development
2004-2006

Once the wind resource assessment was completed, PPC moved into the development phase of the project. This involves preparing for the environmental assessment studies, getting some definite answers on interconnection costs and procedures, determining the financial, legal and accounting costs related to community investment and operational support, and doing the financial modelling work necessary for financing of the project development and construction.

PPC met with staff and councillors of the local and neighbouring municipalities to provide updates on our work, and began to develop a strong partnership with them. Once people find out what we are doing and how the Flamborough site is developing, they get excited about the potential for a renewable energy project in their area.

PPC has been involved making a number of presentations to provincial representatives and agencies to advocate for better mechanisms to allow renewable energy co-ops to sell power to the province for a fair, fixed price over the long term. Long-term contracts to sell electricity make it possible to plan projects effectively and ensure financial viability. The Ontario Sustainable Energy Association has developed a series of recommendations on a mechanism that is "community generator friendly" called Standard Offer Contracts. PPC has also been pursuing partnerships with other organizations in the community which may also lead to a power purchase agreement.
